Three things have to line up at once

BJ Fogg's model reduces behavior to three ingredients that all need to be present at the same instant: enough motivation, enough ability, and a prompt. Miss any one and the behavior doesn't happen, no matter how strong the other two are.

The full piece is queued. If this is exactly the thing you were looking for, say so — it moves it up the list.
